You just need a Development Kit to access and use Snapdragon Spaces SDK.
The SDK is completely free and can be downloaded from Snapdragon Spaces Developer Account.

If you are referring to pre-release versions of the SDK, they are available to Qualcomm team and some members of the Snapdragon Spaces Pathfinder program.
