The option for Meta Quest Support under Project Settings > XR Plug-in Management > OpenXR is not coming from Snapdragon Spaces but Meta | Unity which is displayed in the OpenXR settings per default (some info Oculus Quest Support | OpenXR Plugin | 1.6.0 (unity3d.com)). You can't develop with Snapdragon Spaces on Meta Quest.
If you develop for Snapdragon Spaces you must disable Meta Quest Support and if you develop for Meta Quest, you must disable the Base Runtime (and Snapdragon Spaces features depending on it).
Some Snapdragon Spaces enabled devices such as Lenovo Think Reality VRX that use controllers as input method require the Oculus Touch Controller Profile under Interaction Profiles. This does not require Meta Quest Support to be enabled.
